The configuration file mechanism is used to update items in
general.entities instead of loading the file and replacing
it with regular expressions.
This relates to bug 3135.

entities is converted exclusively by cmake code instead
of calling the "date" binary because it may have
different options on different systems.
If the file modification date is to be determined,
GNU find is necessary.

is necessary to achieve reproducible builds.
Updating release information in docbook entities is done
directly in CMake rules. Entities will no longer be
duplicated during repeated updates.
