Since libraries are not built as static, but as shared, libraries are needed at runtime, and it is desirable to be installed independently of the development environment. DEB tqt3: Split shared libraries from the tqt3-apps-dev to a separate package.

Since libraries are not built as static, but as shared, libraries are needed
